The Village Administrator serves as the chief administrative officer for the daily operations of the Village and reports directly to the Village Board of Trustees. The Administrator shall manage, analyze, direct, supervise, evaluate, be responsible for and coordinate all departments, divisions, and services of Village Government and of all officers and employees thereof which are under the control and jurisdiction of the Village Board as provided by law, and to make recommendations respecting the same to the Board.​ The Administrator is responsible for various duties including but not limited to: 

  • Supervising and coordinating all municipal operations and municipal departments;
  • Ensuring the provision of effective public services, and effectively handling all complaints, inquiries and Public Records requests;
  • Draft administrative procedures to increase the effectiveness and efficiency of Village government according to best practices in local government;
  • Implementation of policy adopted by the Village Board;
  • Coordinating employee benefits and personnel policy programs. Oversee all aspects of personnel and benefits administration including evaluation, discipline, pay and wage recommendations;
  • Serve as the purchasing agent for the Village, supervising all purchasing and overseeing the contracting for supplies and services;
  • Developing and preparing the annual budget and presenting it to the Village Board;
  • Promote, the economic and business development of the Village.

The Village Clerk works under the direction of the Village Administrator to carry out the day-to-day administrative tasks associated with municipal government. Our daily tasks are clerical by virtue of the Wisconsin State Statutes, however, the role of our office is also to educate citizens within our community.  


The Clerk is responsible for various duties including but not limited to:

  • Administering municipal elections
  • Administration of  Oaths of Office and serve as a notary public.
  • Preparation and distribution of notification of all board meetings and committee meetings. 
  • The Village Clerk attends all board meetings and is responsible for the minutes from these meetings.
  • Maintenance of Village Ordinances and Resolutions
  • Administration of alcohol, business and special event licenses/permits
  • Be the custodian of the corporate seal, and to file as required by law and to safely keep all records, books, papers or property belonging to, filed or deposited in the clerk's office.
  • Draw and countersign all orders on the village treasury.
  • Management of the annual Board of Review
  • Assist the Administrator with the preparation of the annual budget. 
  • Make and deliver to the village treasurer a tax roll and to make and transmit to the county treasurer, on forms provided by the department of revenue, a statement showing the total amount of all taxes levied in the village.
  • Notify the treasurer of the county in which the village is located, by February 20, of the proportion of property tax revenue and of the credits that are to be disbursed by the taxation district treasurer to each taxing jurisdiction located in the village.


The Village Treasurer works under the direction of the Village Administrator and is responsible for the precise, accurate, and timely processing of all funds received and disbursed by the Village of Bloomfield. 

 

The Treasurer is responsible for various duties including but not limited to: 

  • Receive all moneys belonging or accruing to the village or directed by law to be paid to the treasurer.
  • Keep just and accurate detailed accounts of all transactions
  • Pay money only on the written order of the president, countersigned by the clerk and specifying the number thereof, the payee and the amount and the object for which drawn.
  • Keep but one fund in the treasury, except as otherwise provided.
  • On receipt of the tax roll, and while acting as collector of taxes, exercise the same powers and perform the same duties as are by law conferred upon and required of town treasurers while acting in that capacity, and be subject to the same penalties and liabilities.
