Property owners fear that taxes will go up if a revaluation is done. This may or may not be the case. Taxes are directly tied to the amount of money that the municipality needs to collect. This is called the levy. If the total levy remains the same, only those properties that are not presently paying their fair share of the tax burden will pay more taxes after a revaluation. Properties presently paying more than their fair share will pay less.
Another area that property owner’s question is the tax rate. If the assessed values established by a revaluation are greater than they were before and the tax levy is the same, then the tax rate will be less. For example, if the tax levy remains unchanged and the total assessed value of the taxation district is doubled, the tax rate will be cut in half.
REVALUATION EXAMPLE:
· Before: Levy/(Total Assessed Value) = $200,000/$4,000,000 = .05 or 5%
· After: Levy/(Total Assessed Value) = $200,000/$8,000,000 = .025 or 2.5%

A major function of the Assessor's Office is to discover, list, and value uniformly all taxable property in the Town and Village. This work is done to ensure the equitable distribution of the total tax burden within the community. It does not determine the total amount of revenues to be raised. The tax levy is established independently by the state, county, municipality, and school districts to cover their expenses. The total tax levy is then divided among all the owners in a proportion to the amount of property they own. An assessment will affect your property's share of the levy, but it will not change the total amount of dollars collected. Your municipality is required by law to collect that total amount of tax dollars - no more, no less.
The Wisconsin Department of Revenue has prepared a helpful Guide for Property Owners that provides more information about property assessment and taxation to Wisconsin.

New construction and permitted improvements continue to be inspected annually. Properties are assessed using a market value analysis with necessary adjustments made to keep the assessed values at 100%. Property owners are notified prior to physical inspections being conducted and also when changes are made to their assessed value.
If you disagree with the assessment or classification of your property, you should first contact the Town/Village Assessor to examine your assessment records and discuss how your assessment was made. If you are unable to meet privately with your assessor, you should attend the "open book." "Open book" refers to a period of time before Board of Review when the completed assessment roll is open for examination.

If you have discussed the matter with your assessor, and you are still not satisfied, make arrangements with the Village to appear before the Board of Review. To assure a hearing, you must provide written or oral notice of your intent to file an objection to the Town or Village Clerk at least 48 hours before the first scheduled meeting of the Board of Review's first scheduled meeting.
